Workshop onUniversities in regional innovation ecosystems: coherent policies for Europe beyond 2020
Hosted by University of Tartu, Ülikooli 18, Tartu, Estonia.

Organised by EUA in collaboration with Universities Estonia and Universities Finland in the framework of the EUA Expert Group on Research and Innovation Strategies for Smart Specialisation (RIS3).

2017 marks a crucial year for universities engaged in regional innovation. European policy-makers, the university sector and stakeholders on municipal, regional and national level are taking stock of past achievements in Research and Innovation Smart Specialisation Strategies (RIS3) with a view to the post-2020 period. While the negotiations for the next Multiannual Financial Framework are slated to start at the end of 2017, the interim evaluation of Horizon 2020 has advanced and is already paving the way for the next Framework Programme for Research and Innovation (‘FP9’).

The goal of the workshop on “universities in regional innovation ecosystems: coherent policies for Europe beyond 2020” is to provide an open platform for discussion among representatives of the university sector, policy-makers at all governance levels, and other relevant stakeholders on policy aims and objectives for the post-2020 period. A primary objective of the workshop will be to formulate a set of recommendations to feed into the EUA positions proposing actions to improve the effectiveness of European research and innovation at regional level.

The workshop is the third in a series of workshops jointly organised by National Rectors’ Conferences and the European University Association (EUA) on RIS3. These events bring together university leaders, policy-makers, experts, and analyses case studies of good practice examples of universities’ role in regional policy and in smart specialisation strategies, from different European regions. The workshop will also serve as a forum to identify challenges and opportunities related to the strategic role of universities in the implementation of smart specialisation across Europe as well as addressing the shape of RIS3 beyond 2020. This workshop is addressed to municipal, regional and national policy-makers, university leaders (e.g. rectors, vice-rectors, heads of administration), and other stakeholders interested in regional innovation.
